Cities are magnets for homeless. Why not propose (and vote in) a government offer of incentives in rural areas where farmers might get tax deductions for employing these folks where they aren't able to congregate.
Cities bear the cost of permitting groups to congregate thusly. It's a free country, but those who have the gold make the rules. |
