I don't think vonage has 911 service.

I'm not sure if this is true where you live, but if you have a disconnected phone line you should be able to call at least 911. Though that service may be accessible in only a few states. Congress needs to pass a bill requiring all phone line have 911 access. Perhaps the next administration will be a little more thoughtful.
