It wouldn't be a suprise. This has happened before.
At one point, the federal government made tax stamps for both pot and machine guns. Before both were actually illegal. The trick was, you couldn't actually buy the stamps. Therefore, when busted, you would be charged with tax evasion. True.

that makes me think-- pot is legal here, but we don't pay taxes. we do pay taxes for cigarettes & alcohol, but not for pot. that's weird!
