How do you tell if a kid is old enough to date?

My niece is turning 14 this year, and while no one is asking her out, she has a lot of male friends and seems to have some interest in dating them. Her mom says no dating 'til 16, house rule. She's a really responsible sort, thinks about right vs. wrong, all that.

I don't know, is a house rule regarding this a good idea? If so, how could it have come from my ex-sister-in-law?
