Bogotá v Buenos Aires

for my 3 month internship in january. my boss says Bogotá is "a lot safer than it used to be" and we're supposed to formulate a plan in a couple weeks, wherein i'll state my preference

should have plenty of free time to take advtg of the location
will be trying to learn the language, do fun stuff
