Bogotá v Buenos Aires

for my 3 month internship in january.
my boss says Bogotá is "a lot safer than it used to be" and we're supposed to formulate a plan in a couple weeks, wherein i'll state my preference

should have plenty of free time to take advtg of the location
will be trying to learn the language, do fun stuff

ever visited, etc
