I need to ask you guys for some help.

A young woman at my workplace who places my judgment and capability in unreasonably high regard pointed out to me recently that another person at our workplace has been engaging in what is known as serial workplace bullying. Examining the matter, I was horrified to find that i) she is right, and ii) this has been going on for some time without anyone putting their finger quite on it.

Has anyone here ever encountered this, from either a managerial or a peer perspective? What did you do, specifically? Did it help? I am pretty much sick about this.
