Canadian Immigration Minister Denis Coderre

Coderre noted an erroneous perception still persists that some of the September 11 hijackers entered the United States from Canada. The information from a lone newspaper report later was proven untrue.

Canada also has tightened its screening of immigrants and refugees, Coderre said, but would continue with policies that bring more than 200,000 newcomers to the country each year.

"The United States is our friend, not our boss," he said. "We have to have a balanced approach between vigilance and openness. I won't consider everyone who comes to Canada a potential terrorist."
