So I'm going to Washington DC for a semester next year (Fall 2006). I'm not sure what the weather is like over there during that time. I know it's cold.. but how cold? I have heard that it is colder during Jan-March. I want to know because I want to buy coats and such now while shops are selling them. I don't want to have to find coats and boots during the summer when everyone in oc is wearing flip flops and skirts.

oh! I'm also going to NY for a week in April. Is it going to be cold then?
