OK, I'll admit I'm not artsy enough to know the difference between Photoshop blur effects and well-crafted rotoscoping . . . and I don't care right now. Between the images and the music, it was enchanting.

Looks like a mix of roto and image processing. The software they used is Studio Artist, found here: http://www.synthetik.com/
piqued my interest....I'll have to look out for it when it comes to the east coast.

The effect I think looks like they just dropped some of the color detail - all the subtle shading is gone and - like dropping a photo from 24bit color to say 256 colors.

That was not rotoscoped at all, it was a cheap AE filter at best.
