That makes me think of...Walter Finster, the Baptist minister and trash-as-material-usin' Garden of Eden folk artist who designed it on top of a former dump in Georgia. Unfortunately, I could not find a great set of images on the Web, but if you search for his name you will find him - made famous by REM and other bands in the late 80's and early 90's when they used his art for their album covers/videos etc.
