could someone please explain this in simpler terms? what can "blocking property" mean? Is it limited to confiscating money that's being transfered in a way that the government deems innapropriate?
Could this really be used to cripple NGO's efforts to offer humanitarian aid?
If this does punish anti-war voices and "propaganda questions" like those of Hillary Clinton, what form will/can the punishment take?
