That's the food-court in a mall in downtown Montreal. I pass through there often! Cool!

I think they are Canadian and not French. Could be wrong. I took 7th grade conversational Spanish.

Translation of the French text:

*For what it's worth, I'm pretty sure this was filmed in the food court of the Eaton Centre in Montreal.

And yes, there are people in Canada - Canadians then - who speak French. Yet they don't like to be referred to as French - as they're Canadian -, you might want to check that twice before doing so. (also true for the Belgians and the Swiss)
