The rails are too high and they look uncomfortable.
Also the people in the middle will have trouble reaching them.

It's also a bit disconcerting to have the stairs empty out onto what appears to be the hood of a humongous Buick...

When about to be mugged in the bowels of a NYC subway, always run to the right as subject marked 3 has done, NOT the left, to escape.

Oh - and if you're wearing very full skirts they might get caught between the rails. You know, like, with crinoline.

Plus the dark stairwell at the foot of the the upper stairs looks like the entrance to hell. You might want to consider relocating the upper stairs. As you can see by figure 3's posture, it looks as if he's running like hell to get away from the dark abyss that looms just before him.

Descending from murky darkness to surgically bright light is disconcerting.

Put a slide in for these guys; maybe a nice twisty one.
